The Position

  • The Data for Development Analyst, Population and Development is responsible for coordination and providing overall technical and programmatic leadership on population change and data component of UNFPA’s programme of assistance to the Government of the Federal Republic of Nigeria.
  • S/he will report directly to the Programme Management Specialist, Population and Development, under the general supervision of the Deputy Representative, and work closely with a team of Programme and Operations staff and the Senior Management Team.

  • UNFPA is seeking a candidate who is skilled in data management and can make a difference in the use of cutting-edge technology in the collection, collation, analysis, dissemination, and use of data (including data quality and integrity) on population change and other megatrends in development policies, programmes, and strategies.

Job Purpose

  • In a world where several targets of the SDGs broadly commit that data on all indicators should be disaggregated by all variables of inequality including age, gender and disability; the work stream on data for development is to respond to the aim of the 2030 Agenda for Sustainable Development in order to monitor and understand progress towards the ICPD and the SDGs, but also to ‘leave no one behind’, and to ‘reach the furthest behind first’.
  • The Data for Development Analyst performs technical, and programme functions in Population and Development Unit, including leading the generation of evidence to support the acceleration agenda on the three transformative results. S/he will therefore be a critical member of staff for advancing population and development issues within the national and sub-national development frameworks, plans, and budgets working closely in collaboration with relevant UNFPA staff and other stakeholders (relevant Government counterparts, sister UN agencies and other partners) in the thematic areas of sexual reproductive health and rights, gender/GBV, adolescents and youth, and humanitarian action) aimed at addressing the data needs for programming on issues of women, girls and young people.
  • This includes supporting the Government of the Federal Republic of Nigeria at both national and sub-national levels, and other relevant in developing national and sub-national statistical systems that is responsive to the needs of all sectors.

You would be responsible for
Providing strategic thinking, technical advice, and innovative approaches to facilitating improved data interventions and provide strategic support to achieve programme deliverables:

  • Provide technical assistance and support for the Population and Housing Census
  • Provide technical assistance for population research and prepare technically sound papers, reports, and indicators.
  • Create and document knowledge about current and emerging population change, and other megatrends, SRH and gender issues, by analysing programmes, projects, strategies, approaches, and ongoing experiences for lessons learned, best practices and replicable strategies and approaches and actively share and apply this knowledge.
  • Provide substantive input into evidence-based advocacy to promote UNFPA’s programme goals considering political and social sensitivities.
  • Advocate and advance UNFPA’s policy agenda by participating in public information events.
  • Ensuring that the design and review of the Country Programme builds on a solid situation analysis that captures key changes in the national and global environment, and contributes to the achievement of national outcomes, as outlined in the PRS, the International Conference on Population and Development (ICPD) Programme of Action and the Sustainable Development Goals (SDGs).
  • Promote a results-based approach and integrate innovative policies and strategies into the design and formulation of country programmes (CPs), United Nations Sustainable Development Cooperation Framework and projects-based on strategic priorities and responsive to the Government’s needs in the areas of SRH, P&D, Gender, adolescent and youth, and humanitarian setting.
  • Collaborating closely with UN counterparts to ensure the alignment, simplification, and harmonization of strategic planning of data reporting tools, while also building UN capacity to address population, reproductive health and rights, gender, and youth issues in national and ICPD/SDG reporting. And assists in the design and implementation of the joint strategy and programming activities on disaggregated data.
  • Support innovative means to reach out to key stakeholders in data and facilitate evidence-based advocacy campaigns for making social investments in: (i) integration of population data in planning, designing, and implementing policies and programmes at national, States and LGA levels; (ii) data sharing to facilitate access.
  • Facilitate the strengthening of capacity in the data collection, analysis and use, and dissemination.
  • Support capacity building for staff in relevant government, NGO and CSO institutions in research including data collection, analysis, dissemination, and utilisation.
  • Supporting national efforts to analyse, disseminate and use population-related data from all sources, including the production of sex and age disaggregated data, and the integration of these data into national and local planning processes.
  • Identifying and using experiential knowledge, research, and evaluation findings to build a solid evidence base for UNFPA engagement in national policy dialogue.
  • In collaboration with governmental, non-governmental, bilateral, and multilateral development partners identifies strengths and weaknesses in strategic planning within national frameworks and approaches and supports efforts to fill these capacity gaps.
  • Contribute to analyses of census, surveys (DHS and MICS), and other data for use by policy and decision makers and contribute to assessments of gaps in policy environment, policy implementation and programmatic responses.
  • Analyse and interpret the political, social, and economic environment relevant to population and development, reproductive health and gender and identify opportunities for UNFPA assistance and intervention.

Guiding the process of delivery of technical assistance and engagement with partners on data for development:

  • Contribute substantively to the harmonisation and implementation of the data for development activities of the various UN agencies align with the UN reform, especially in relation to coordination of data activities (Delivery as One) in line standard statistical laws and practices.
  • Identify/monitor risks that could interfere with data generation delivery, and design sustainable and practicable mitigation measures.
  • Review respective findings and recommendations of census, surveys and researches, to ensure their internal as well as external alignment with statistical practices.
  • Develop and implement appropriate action and activities to promote improve data.
  • Ensure the achievement of all objectives as planned and effective use of all financial resources allocated to data for development in line with UNFPA policies and procedures.
  • Ensure that compatible frameworks and tools are used in data collection, analysis, use and dissemination (including technical notes).
  • Ensure general effective management for all the data inter-linkages of UNFPA’s programme, including SRH, ASRH/HIV maternal health including fistula and maternal death audits, humanitarian action and cross-cutting issues in population data.
  • Ensure that data activities conducted by data generating organisation agency benefits from inputs by other interested stakeholders and/or are of benefits to other interested stakeholders (cross-fertilization).

Manage Knowledge Management for the project:

  • Contribute to the production of consolidated Annual Work Plans (AWP) and annual reports.
  • Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of data sharing interventions, disseminate to stakeholders, and advocate for scaling up of the SRHR/GBV integration programme.
  • Support UNFPA Representative to dialogue and lobby with major funding organizations and development partners to leverage funds towards implementation of the Population and Development programme.
  • Ensure compilation, analysis and publication of statistical and other data and materials supporting programme inter-linkages and document lessons learnt and participate in dissemination to relevant partners.
  • Develop actions for resource mobilization to support the work being done on UNFPA’s mandate.
  • Provide technical assistance to national counterparts in the formulation of policies and research to generate evidence on the issues of women, girls, and adolescents and youth.
  • Support advocacy and resource mobilisation efforts through production of analytical reports and publications on issues of women, girls and adolescents and youth
  • Carry out any other duties as may be required by the Representative or designate.

Qualifications and Experience

  • Possess at least a Master’s Degree in Demography, Population Studies, Statistics, Data Science, Sociology, Economics or any other Social Sciences related fields.

Knowledge and Experience:

  • Have a minimum of 3 years working experience.
  • Have demonstrable experience in population data and research at national level including recent experience in managing National Population and Housing Census, especially the post-enumeration phase (PES, Census data analysis, analytical reports writing and dissemination, project closure) and Demographic Health Survey.
  • Have experience in working with government institutions and donor organizations.
  • Be familiar with issues on population, reproductive health, gender and adolescents and youth including in humanitarian setting.
  • Have the ability to work under pressure.
  • Have excellent communication and human relation skills.
  • Be proficient in current office and data analysis software applications including experience using office software packages and web-based management systems.
  • Strong analytical and results-oriented skills with demonstrated experience in programme planning, monitoring and evaluation.
  • Ability to mentor, guide national counterparts and undertake skills and knowledge transfer
  • Excellent interpersonal communication and writing skills.
  • Demonstrated ability to work harmoniously within a diverse team and complex external context
